Zirve; Kapitalizmin derin bulan\u0131m\u0131na \u00e7\u00f6z\u00fcm aray\u0131\u015flar\u0131n\u0131n ve \u00e7\u00f6z\u00fcm \u00fcretmenin tarihsel bir emperyalist toplabt\u0131d\u0131r. D\u00fcnyada g\u00fc\u00e7 dengelerinin yeniden kuruldu\u011fu, emperyalist devletler aras\u0131ndaki rekabetin sertle\u015fti\u011fi, b\u00f6lgesel sava\u015flar\u0131n yayg\u0131nla\u015ft\u0131\u011f\u0131 ve silahlanman\u0131n d\u00fcnya ekonomisinin temel dinamiklerinden biri h\u00e2line getirildi\u011fi tarihsel bir d\u00f6neme\u00e7te yap\u0131lm\u0131\u015ft\u0131r.<br>NATO\u2019nun resm\u00ee a\u00e7\u0131klamas\u0131nda zirvenin amac\u0131, 2025 Lahey Zirvesi\u2019nde al\u0131nan kararlar\u0131n uygulanmas\u0131n\u0131 de\u011ferlendirmek, savunma yat\u0131r\u0131mlar\u0131n\u0131 art\u0131rmak, asker\u00ee \u00fcretimi h\u0131zland\u0131rmak ve Ukrayna\u2019ya deste\u011fi s\u00fcrd\u00fcrmek olarak ifade edilmi\u015ftir. Zirvede NATO \u00fcyelerinin 2035 y\u0131l\u0131na kadar mill\u00ee gelirlerinin y\u00fczde 5\u2019ini savunma ve g\u00fcvenlik harcamalar\u0131na ay\u0131rma hedefi yeniden \u00f6ne \u00e7\u0131kar\u0131lm\u0131\u015f; savunma sanayisi alan\u0131nda 50 milyar avroyu a\u015fan yeni sat\u0131n alma anla\u015fmalar\u0131 a\u00e7\u0131klanm\u0131\u015f ve insans\u0131z hava ara\u00e7lar\u0131na kar\u015f\u0131 sistemler i\u00e7in be\u015f y\u0131l i\u00e7erisinde 40 milyar dolarl\u0131k yeni bir program ilan edilmi\u015ftir. Bu da NATO&#8217;nun mevcut sava\u015flar\u0131n daha \u00fcst bir sevyeye \u00e7\u0131karman\u0131n ya da d\u00fcnya payla\u015f\u0131m sava\u015f\u0131n\u0131n daha genelle\u015ftirme \u00e7abas\u0131d\u0131r. D\u00fcnya payla\u015f\u0131m sava\u015f\u0131n\u0131n \u00f6rg\u00fctlenmesidir.<br>Bu kararlar, NATO\u2019nun yaln\u0131zca mevcut tehditlere kar\u015f\u0131 tedbir alan bir asker\u00ee savunma \u00f6rg\u00fct\u00fc olmad\u0131\u011f\u0131n\u0131; giderek daha fazla silahlanan, ekonomileri sava\u015f ihtiya\u00e7lar\u0131na g\u00f6re yeniden d\u00fczenleyen ve d\u00fcnyadaki stratejik alanlar\u0131 asker\u00ee denetim alt\u0131na almaya \u00e7al\u0131\u015fan k\u00fcresel bir emperyalist\u00a0 g\u00fc\u00e7 mekanizmas\u0131na d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc g\u00f6stermektedir.<br>NATO\u2019nun kurulu\u015f ko\u015fullar\u0131 de\u011fi\u015fti, ancak emperyalist niteli\u011fi de\u011fi\u015fmedi<br>NATO, 1949 y\u0131l\u0131nda esas olarak Sovyetler Birli\u011fi\u2019ne ve sosyalist sisteme kar\u015f\u0131 kurulmu\u015ftu. Kurulu\u015f d\u00f6neminde Bat\u0131l\u0131 kapitalist devletler, NATO\u2019yu sosyalizmin Avrupa\u2019da ve d\u00fcnyada yay\u0131lmas\u0131n\u0131 \u00f6nleyecek ortak asker\u00ee ara\u00e7 olarak de\u011ferlendirdiler.<br>Sovyetler Birli\u011fi\u2019nin ve Var\u015fova Pakt\u0131\u2019n\u0131n da\u011f\u0131lmas\u0131ndan sonra NATO\u2019nun resm\u00ee kurulu\u015f gerek\u00e7esi ortadan kalkm\u0131\u015ft\u0131. Buna ra\u011fmen NATO da\u011f\u0131lmad\u0131. Tam tersine do\u011fuya do\u011fru geni\u015fledi; Yugoslavya, Afganistan ve Libya gibi alanlarda do\u011frudan asker\u00ee operasyonlar ger\u00e7ekle\u015ftirdi ve faaliyet sahas\u0131n\u0131 Avrupa\u2019n\u0131n \u00e7ok \u00f6tesine ta\u015f\u0131d\u0131.<br>Bu durum, NATO\u2019nun yaln\u0131zca sosyalist sisteme kar\u015f\u0131 kurulmu\u015f ge\u00e7ici bir savunma \u00f6rg\u00fct\u00fc olmad\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. NATO ayn\u0131 zamanda Bat\u0131l\u0131 kapitalist g\u00fc\u00e7lerin d\u00fcnyadaki asker\u00ee, ekonomik ve siyasal \u00e7\u0131karlar\u0131n\u0131 koruyan bir emperyalist askeri m\u00fcdahale mekanizmas\u0131d\u0131r.<br>Bug\u00fcn sosyalist bir d\u00fcnya sisteminin eski bi\u00e7imiyle var olmamas\u0131na ra\u011fmen NATO\u2019nun b\u00fcy\u00fcmesi ve silahlanmas\u0131, ittifak\u0131n yeni d\u00fc\u015fmanlar ve yeni tehdit tan\u0131mlar\u0131 \u00fczerinden yeniden yap\u0131land\u0131r\u0131ld\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r. Rusya, \u00c7in, \u0130ran ve Kuzey Kore NATO belgelerinde ve y\u00f6neticilerin a\u00e7\u0131klamalar\u0131nda artan bi\u00e7imde tehdit olarak g\u00f6sterilmektedir. Ankara Zirvesi s\u0131ras\u0131nda NATO Genel Sekreteri Mark Rutte de Rusya\u2019n\u0131n asker\u00ee harcamalar\u0131n\u0131, \u00c7in\u2019i, \u0130ran\u2019\u0131 ve Kuzey Kore\u2019yi \u00f6ne \u00e7\u0131kararak savunma sanayisinde bir \u201cdevrim\u201d yap\u0131lmas\u0131 \u00e7a\u011fr\u0131s\u0131nda bulunmu\u015ftur.<br>Burada esas ama\u00e7 yaln\u0131zca herhangi bir \u00fclkeye kar\u015f\u0131 savunma de\u011fildir. As\u0131l hedef, Bat\u0131 merkezli kapitalist sistemin d\u00fcnya \u00fczerindeki \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc korumak ve geli\u015fmekte olan rakip g\u00fc\u00e7lerin y\u00fckseli\u015fini asker\u00ee, ekonomik ve teknolojik y\u00f6ntemlerle s\u0131n\u0131rland\u0131rmakt\u0131r.<br>Ankara Zirvesi yeni bir sava\u015f ekonomisinin ilan\u0131d\u0131r<br>Ankara Zirvesi\u2019nin en belirgin y\u00f6n\u00fc, sava\u015f haz\u0131rl\u0131\u011f\u0131n\u0131n ge\u00e7ici bir g\u00fcvenlik tedbiri olmaktan \u00e7\u0131kar\u0131larak uzun vadeli bir ekonomik programa d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesidir.<br>\u00dcye \u00fclkelerden e\u011fitim, sa\u011fl\u0131k, sosyal g\u00fcvenlik, konut ve halk\u0131n temel ihtiya\u00e7lar\u0131na ayr\u0131labilecek kaynaklar\u0131n giderek daha b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fcn silahlanmaya aktar\u0131lmas\u0131 istenmektedir. Mill\u00ee gelirin y\u00fczde 5\u2019ine ula\u015fan asker\u00ee ve g\u00fcvenlik harcamalar\u0131, \u00f6zellikle Avrupa \u00fclkeleri bak\u0131m\u0131ndan sosyal devletin k\u00fc\u00e7\u00fclt\u00fclmesi, vergilerin art\u0131r\u0131lmas\u0131 ve emek\u00e7i s\u0131n\u0131flar\u0131n ya\u015fam ko\u015fullar\u0131n\u0131n a\u011f\u0131rla\u015ft\u0131r\u0131lmas\u0131 anlam\u0131na gelecektir.<br>Bu bak\u0131mdan NATO\u2019nun yeni stratejisi \u00fc\u00e7 temel aya\u011fa dayanmaktad\u0131r:<br>Birincisi, silah \u00fcretiminin kal\u0131c\u0131 bi\u00e7imde art\u0131r\u0131lmas\u0131d\u0131r.<br>\u0130kincisi, sava\u015f sanayisinin devlet b\u00fct\u00e7eleri arac\u0131l\u0131\u011f\u0131yla g\u00fcvence alt\u0131na al\u0131nmas\u0131d\u0131r.<br>\u00dc\u00e7\u00fcnc\u00fcs\u00fc ise asker\u00ee harcamalar\u0131n yaln\u0131zca sava\u015f d\u00f6neminde de\u011fil, bar\u0131\u015f d\u00f6neminde de ekonominin temel unsurlar\u0131ndan biri h\u00e2line getirilmesidir.<br>Zirve s\u0131ras\u0131nda a\u00e7\u0131klanan en az 50 milyar dolarl\u0131k silah anla\u015fmalar\u0131, g\u00f6zetleme u\u00e7aklar\u0131, insans\u0131z hava ara\u00e7lar\u0131 ve uzun menzilli hassas silah projeleri bu y\u00f6nelimin somut g\u00f6stergesidir. Avrupa \u00fclkelerinin Amerikan silah sistemlerine ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 s\u00fcrerken, ayn\u0131 zamanda Avrupa merkezli yeni bir savunma sanayisi blokunun olu\u015fturulmas\u0131na \u00e7al\u0131\u015f\u0131lmaktad\u0131r.<br>B\u00f6ylece d\u00fcnya ekonomisi giderek \u201csava\u015f ekonomisi\u201d temelinde yeniden bi\u00e7imlendirilmektedir. Devletler sosyal gereksinimleri de\u011fil, silah tekellerinin ihtiya\u00e7lar\u0131n\u0131 \u00f6ncelemektedir. Silah sanayisi b\u00fcy\u00fcrken halklar\u0131n yoksullu\u011fu, i\u015fsizli\u011fi ve sosyal g\u00fcvencesizli\u011fi derinle\u015fmektedir.<br><strong>3. \u201cNATO 3.0\u201d neyi ifade etmektedir?<\/strong><br>NATO Genel Sekreteri Mark Rutte, Ankara Zirvesi\u2019nin ard\u0131ndan Avrupa \u00fcyeleri ile Kanada\u2019n\u0131n daha fazla asker\u00ee ve mali sorumluluk \u00fcstlenmesini \u201cNATO 3.0\u201d olarak tan\u0131mlam\u0131\u015ft\u0131r. Rutte\u2019ye g\u00f6re bu yeni a\u015fama; savunma yat\u0131r\u0131mlar\u0131n\u0131n y\u00fckseltilmesi, \u00fcretimin h\u0131zland\u0131r\u0131lmas\u0131, asker\u00ee kapasitenin art\u0131r\u0131lmas\u0131, teknolojik yeniliklere yat\u0131r\u0131m yap\u0131lmas\u0131 ve m\u00fcttefikler aras\u0131ndaki i\u015f birli\u011finin geni\u015fletilmesi anlam\u0131na gelmektedir.<br>Ancak politik a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda \u201cNATO 3.0\u201d, bundan daha kapsaml\u0131 bir d\u00f6n\u00fc\u015f\u00fcm\u00fc ifade etmektedir.<br>NATO\u2019nun birinci d\u00f6nemi, Sovyetler Birli\u011fi\u2019ne ve sosyalist sisteme kar\u015f\u0131 kurulan So\u011fuk Sava\u015f NATO\u2019suydu.<br>\u0130kinci d\u00f6nem, Sovyetler Birli\u011fi\u2019nin da\u011f\u0131lmas\u0131n\u0131n ard\u0131ndan Balkanlar\u2019dan Afganistan\u2019a, Irak \u00e7evresinden Libya\u2019ya kadar uzanan m\u00fcdahaleci NATO d\u00f6nemiydi.<br><strong>\u00dc\u00e7\u00fcnc\u00fc d\u00f6nem ise yaln\u0131zca belirli \u00fclkelere m\u00fcdahale eden de\u011fil; ekonomiyi, teknolojiyi, enerji yollar\u0131n\u0131, dijital alan\u0131, uzay\u0131, denizleri, ham madde kaynaklar\u0131n\u0131 ve k\u00fcresel ticaret yollar\u0131n\u0131 asker\u00ee stratejinin par\u00e7as\u0131 h\u00e2line getiren yeni NATO d\u00f6nemidir.<\/strong><br>Bu yeni NATO anlay\u0131\u015f\u0131nda sava\u015f yaln\u0131zca tanklarla ve ordularla y\u00fcr\u00fct\u00fclmemektedir. Ekonomik yapt\u0131r\u0131mlar, teknoloji ambargolar\u0131, enerji koridorlar\u0131n\u0131n denetlenmesi, siber operasyonlar, insans\u0131z sistemler, yapay zek\u00e2, medya y\u00f6nlendirmesi, vek\u00e2let sava\u015flar\u0131 ve yerel g\u00fc\u00e7lerin kullan\u0131lmas\u0131 da sava\u015f\u0131n par\u00e7alar\u0131d\u0131r.<br>Dolay\u0131s\u0131yla \u201cNATO 3.0\u201d, sava\u015f ile bar\u0131\u015f aras\u0131ndaki s\u0131n\u0131rlar\u0131n belirsizle\u015ftirildi\u011fi s\u00fcrekli bir \u00e7at\u0131\u015fma ve asker\u00ee haz\u0131rl\u0131k d\u00fczenini anlatmaktad\u0131r. Yani s\u00fcrekli payla\u015f\u0131m sava\u015f\u0131&#8230;<br>Yeni sava\u015f\u0131n bi\u00e7imi; g\u00fcn\u00fcm\u00fczde emperyalist sava\u015f, yaln\u0131zca devletlerin birbirlerine resmen sava\u015f ilan etmeleri bi\u00e7iminde geli\u015fmemektedir. Yeni sava\u015f d\u00fczeninde farkl\u0131 y\u00f6ntemler birlikte kullan\u0131lmaktad\u0131r:<br>Do\u011frudan asker\u00ee m\u00fcdahaleler,<br>Yerel ve b\u00f6lgesel vek\u00e2let sava\u015flar\u0131.<br>\u0130nsans\u0131z hava ara\u00e7lar\u0131 ve yapay zek\u00e2 destekli silahlar.<br>Siber sald\u0131r\u0131lar ve ileti\u015fim sistemlerinin denetlenmesi.<br>Ekonomik yapt\u0131r\u0131mlar ve mali ku\u015fatma.<br>Enerji ve ticaret yollar\u0131n\u0131n kontrol edilmesi.<br>Etnik, ulusal ve mezhepsel \u00e7eli\u015fkilerin kullan\u0131lmas\u0131.<br>Devletlerin silah ve teknoloji bak\u0131m\u0131ndan ba\u011f\u0131ml\u0131 h\u00e2le getirilmesi.<br>Siyasal rejimlerin i\u00e7eriden y\u00f6nlendirilmesi.<br>Bu sava\u015f d\u00fczeninde bir \u00fclkenin resmen i\u015fgal edilmesi her zaman gerekli de\u011fildir. O \u00fclkenin ekonomisinin, savunma sisteminin, enerji kaynaklar\u0131n\u0131n, limanlar\u0131n\u0131n, ileti\u015fim altyap\u0131s\u0131n\u0131n ve siyasal karar mekanizmalar\u0131n\u0131n denetlenmesi de emperyalist h\u00e2kimiyet i\u00e7in yeterli g\u00f6r\u00fclebilmektedir.<br>Ankara Zirvesi\u2019nde \u00f6ne \u00e7\u0131kar\u0131lan insans\u0131z sistemler, kar\u015f\u0131 \u0130HA teknolojileri, uzun menzilli hassas silahlar ve asker\u00ee sanayi yat\u0131r\u0131mlar\u0131, gelecekteki sava\u015flar\u0131n teknolojik, uzaktan y\u00f6netilen ve s\u00fcrekli g\u00f6zetim alt\u0131nda tutulan bir karakter kazanaca\u011f\u0131n\u0131 g\u00f6stermektedir. NATO\u2019nun \u201cDrone Edge\u201d ad\u0131 verilen program i\u00e7in be\u015f y\u0131lda 40 milyar dolar yat\u0131r\u0131m a\u00e7\u0131klamas\u0131 bu y\u00f6nelimin a\u00e7\u0131k \u00f6rne\u011fidir.<br>D\u00fcnyay\u0131 yeniden dizayn etme amac\u0131;<br>Ankara Zirvesi, d\u00fcnyadaki mevcut d\u00fczenin istikrarl\u0131 olmad\u0131\u011f\u0131n\u0131 kabul eden ve bu d\u00fczeni Bat\u0131l\u0131 emperyalist g\u00fc\u00e7lerin \u00e7\u0131karlar\u0131 do\u011frultusunda yeniden kurmaya \u00e7al\u0131\u015fan bir anlay\u0131\u015f\u0131 temsil etmektedir.<br>ABD ve Avrupa merkezli g\u00fc\u00e7ler, \u00c7in\u2019in ekonomik ve teknolojik y\u00fckseli\u015finden, Rusya\u2019n\u0131n asker\u00ee kapasitesinden, \u0130ran\u2019\u0131n Ortado\u011fu\u2019daki etkinli\u011finden ve Bat\u0131 d\u0131\u015f\u0131ndaki \u00fclkelerin ba\u011f\u0131ms\u0131z politika geli\u015ftirme e\u011filiminden rahats\u0131zd\u0131r.<br>Bu nedenle NATO\u2019nun yeni stratejisinin hedefinde yaln\u0131zca belirli devletler de\u011fil, Bat\u0131 egemenli\u011finden ba\u011f\u0131ms\u0131z hareket etme potansiyeline sahip b\u00fct\u00fcn b\u00f6lgeler bulunmaktad\u0131r.<br>Afrika\u2019n\u0131n madenleri, Ortado\u011fu\u2019nun petrol ve do\u011fal gaz kaynaklar\u0131, Orta Asya\u2019n\u0131n enerji rezervleri, Kafkasya\u2019n\u0131n ula\u015f\u0131m hatlar\u0131, Kuzey Kutbu\u2019nun yeni ticaret yollar\u0131, Do\u011fu Akdeniz\u2019in enerji yataklar\u0131 ve d\u00fcnyan\u0131n stratejik limanlar\u0131 emperyalist rekabetin konusu h\u00e2line gelmektedir.<br>Bu anlamda ba\u011f\u0131ms\u0131zl\u0131k yaln\u0131zca bayra\u011fa, s\u0131n\u0131rlara ve resm\u00ee devlet kurumlar\u0131na sahip olmak de\u011fildir. Ekonomisi d\u0131\u015f sermayeye, savunmas\u0131 yabanc\u0131 silahlara, enerjisi \u00e7okuluslu \u015firketlere ve siyaseti b\u00fcy\u00fck g\u00fc\u00e7lerin kararlar\u0131na ba\u011fl\u0131 olan bir \u00fclkenin ger\u00e7ek ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131ndan s\u00f6z etmek m\u00fcmk\u00fcn de\u011fildir.<br>NATO\u2019nun yeni yap\u0131lanmas\u0131, \u00fclkeleri daha fazla silah sat\u0131n almaya, asker\u00ee teknolojilerini ittifak standartlar\u0131na ba\u011flamaya ve d\u0131\u015f politikalar\u0131n\u0131 Bat\u0131\u2019n\u0131n stratejik \u00f6ncelikleriyle uyumlu h\u00e2le getirmeye zorlamaktad\u0131r.<br>Bu nedenle Ankara Zirvesi, yaln\u0131zca asker\u00ee bir toplant\u0131 de\u011fil, ba\u011f\u0131ml\u0131l\u0131k ili\u015fkilerinin yeniden kurulmas\u0131 toplant\u0131s\u0131d\u0131r.<br>ABD ile Avrupa aras\u0131ndaki \u00e7eli\u015fkiler<br>NATO yekpare ve \u00e7eli\u015fkisiz bir blok de\u011fildir. ABD ile Avrupa \u00fclkeleri aras\u0131nda hem ekonomik hem de asker\u00ee \u00e7\u0131kar farkl\u0131l\u0131klar\u0131 bulunmaktad\u0131r.<br>ABD, Avrupa devletlerinin daha fazla asker\u00ee harcama yapmas\u0131n\u0131, Amerikan g\u00fcvenlik stratejisine daha fazla destek vermesini ve sava\u015flar\u0131n ekonomik y\u00fck\u00fcn\u00fc daha b\u00fcy\u00fck \u00f6l\u00e7\u00fcde \u00fcstlenmesini istemektedir. Avrupa \u00fclkeleri ise ABD\u2019nin tek tarafl\u0131 politikalar\u0131n\u0131n bedelini \u00f6demekten rahats\u0131z olmakla birlikte, asker\u00ee ve teknolojik bak\u0131mdan Washington\u2019a ba\u011f\u0131ml\u0131 olmaya devam etmektedir.<br>Ankara Zirvesi \u00f6ncesinde ve s\u0131ras\u0131nda ABD Ba\u015fkan\u0131 Donald Trump\u2019\u0131n baz\u0131 NATO \u00fcyelerini \u0130ran sava\u015f\u0131na yeterince destek vermemekle su\u00e7lamas\u0131 ve Avrupa\u2019daki Amerikan askerlerinin azalt\u0131labilece\u011fini s\u00f6ylemesi, ittifak i\u00e7indeki \u00e7eli\u015fkileri a\u00e7\u0131k\u00e7a g\u00f6stermi\u015ftir. Avrupa ise hem kendi asker\u00ee sanayisini b\u00fcy\u00fctmek hem de Amerikan korumas\u0131n\u0131 tamamen kaybetmemek istemektedir. \u201cDaha g\u00fc\u00e7l\u00fc bir Avrupa, daha g\u00fc\u00e7l\u00fc bir NATO\u201d s\u00f6ylemi bu uzla\u015fman\u0131n form\u00fcl\u00fcd\u00fcr.<br>Ukrayna sava\u015f\u0131 ve s\u00fcrekli sava\u015f stratejisi; Ankara Bildirgesi\u2019nde Ukrayna\u2019ya 2026 y\u0131l\u0131 i\u00e7in 70 milyar avroluk asker\u00ee te\u00e7hizat, yard\u0131m ve e\u011fitim sa\u011flanmas\u0131 taahh\u00fct edilmi\u015f; 2027 y\u0131l\u0131nda da en az ayn\u0131 d\u00fczeyin korunmas\u0131 istenmi\u015ftir. NATO, Avrupa \u00fclkeleri ile Kanada\u2019n\u0131n Ukrayna\u2019ya yap\u0131lan g\u00fcvenlik yard\u0131m\u0131n\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fc kar\u015f\u0131lamaya ba\u015flad\u0131\u011f\u0131n\u0131 a\u00e7\u0131klam\u0131\u015ft\u0131r.<br>Rusya\u2019n\u0131n Ukrayna\u2019ya y\u00f6nelik sald\u0131r\u0131s\u0131 uluslararas\u0131 hukuka ayk\u0131r\u0131 bir i\u015fgaldir ve Ukrayna halk\u0131n\u0131n kendi \u00fclkesini savunma hakk\u0131 vard\u0131r. Ancak bu ger\u00e7ek, NATO\u2019nun sava\u015f\u0131 kendi geni\u015fleme ve Rusya\u2019y\u0131 ku\u015fatma stratejisi i\u00e7in kullanmad\u0131\u011f\u0131 anlam\u0131na gelmez.<br>Ukrayna halk\u0131, bir taraftan Rusya\u2019n\u0131n i\u015fgalci sald\u0131rganl\u0131\u011f\u0131na maruz kal\u0131rken di\u011fer taraftan NATO ile Rusya aras\u0131ndaki b\u00fcy\u00fck g\u00fc\u00e7 rekabetinin cephe \u00fclkesi h\u00e2line getirilmi\u015ftir. Sava\u015f\u0131n uzamas\u0131, Ukrayna\u2019n\u0131n y\u0131k\u0131lmas\u0131na, halk\u0131n kitlesel olarak g\u00f6\u00e7 etmesine ve \u00fclkenin ekonomik kaynaklar\u0131n\u0131n yabanc\u0131 sermayeye daha fazla ba\u011f\u0131ml\u0131 h\u00e2le gelmesine yol a\u00e7maktad\u0131r.<br>NATO a\u00e7\u0131s\u0131ndan Ukrayna sava\u015f\u0131 ayn\u0131 zamanda yeni silahlar\u0131n denendi\u011fi, asker\u00ee doktrinlerin geli\u015ftirildi\u011fi, Avrupa\u2019n\u0131n yeniden silahland\u0131r\u0131ld\u0131\u011f\u0131 ve halklar\u0131n y\u00fcksek asker\u00ee harcamalara al\u0131\u015ft\u0131r\u0131ld\u0131\u011f\u0131 bir laboratuvar i\u015flevi g\u00f6rmektedir.<br>Bu nedenle ger\u00e7ek bir bar\u0131\u015f politikas\u0131, yaln\u0131zca Rusya\u2019n\u0131n sald\u0131rganl\u0131\u011f\u0131na kar\u015f\u0131 \u00e7\u0131kmakla s\u0131n\u0131rl\u0131 kalmamal\u0131; NATO\u2019nun geni\u015fleme, silahlanma ve sava\u015f\u0131 s\u00fcrekli h\u00e2le getirme politikas\u0131na da kar\u015f\u0131 \u00e7\u0131kmay\u0131 da zorunlu hale getirmelidir.<br><strong>Ortado\u011fu\u2019ya Etkileri<\/strong><br>Ankara Zirvesi\u2019nin en \u00f6nemli sonu\u00e7lar\u0131ndan biri, NATO\u2019nun Ortado\u011fu\u2019ya do\u011frudan y\u00f6nelmesinin kos\u015fullar\u0131n\u0131n yarat\u0131lmas\u0131d\u0131r.<br>\u0130ran ile ABD aras\u0131ndaki sava\u015f ve H\u00fcrm\u00fcz Bo\u011faz\u0131\u2019n\u0131n g\u00fcvenli\u011fi zirvenin temel tart\u0131\u015fma konular\u0131ndan biri olmu\u015ftur. T\u00fcrkiye y\u00f6netimi bunu diplomatik ba\u015far\u0131 olarak sunabilir. Ancak meseleye halklar\u0131n \u00e7\u0131karlar\u0131 a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131nda farkl\u0131 bir tablo ortaya \u00e7\u0131kmaktad\u0131r. T\u00fcrkiye\u2019nin NATO i\u00e7erisindeki konumunun g\u00fc\u00e7lenmesi, \u00fclkede demokrasinin, halklar\u0131n \u00f6zg\u00fcrle\u015fmesi ve toplumsal refah\u0131n g\u00fc\u00e7lenece\u011fi anlam\u0131na gelmez. Demokratik muhalefet \u00fczerindeki bask\u0131n\u0131n artmas\u0131na neden olabilir.<br>T\u00fcrkiye, emperyalist sistem i\u00e7erisinde ba\u011f\u0131ms\u0131z bir kutup olmaktan \u00e7ok, kendi b\u00f6lgesel hedeflerini NATO ve Bat\u0131 sistemiyle pazarl\u0131k ederek ger\u00e7ekle\u015ftirmeye \u00e7al\u0131\u015fan alt-emperyalist bir g\u00fc\u00e7 konumundad\u0131r.<br>Bir taraftan ABD ve Avrupa ile i\u015f birli\u011fi yapmakta, di\u011fer taraftan Rusya, \u00c7in, K\u00f6rfez \u00fclkeleri ve T\u00fcrki devletleriyle ili\u015fkiler geli\u015ftirerek hareket alan\u0131n\u0131 geni\u015fletmeye \u00e7al\u0131\u015fmaktad\u0131r. Ancak T\u00fcrkiye ekonomisinin d\u0131\u015f sermayeye, teknolojiye, enerjiye ve uluslararas\u0131 finans sistemine ba\u011f\u0131ml\u0131l\u0131\u011f\u0131, bu politikan\u0131n s\u0131n\u0131rlar\u0131n\u0131 belirlemektedir.<br><strong>K\u00fcrdistan\u2019a Etkileri<\/strong><br>Ankara Zirvesi\u2019nin K\u00fcrdistan \u00fczerindeki etkileri do\u011frudan ve dolayl\u0131 olarak ele al\u0131nmal\u0131d\u0131r.<br>K\u00fcrdistan, T\u00fcrkiye, Irak, \u0130ran ve Suriye aras\u0131nda b\u00f6l\u00fcnm\u00fc\u015f olmas\u0131 nedeniyle Ortado\u011fu\u2019daki b\u00fct\u00fcn b\u00fcy\u00fck \u00e7at\u0131\u015fmalar\u0131n kesi\u015fme alan\u0131nda bulunmaktad\u0131r. NATO\u2019nun \u0130ran\u2019a, Irak\u2019a ve Suriye\u2019ye y\u00f6nelik politikalar\u0131nda meydana gelecek her de\u011fi\u015fiklik K\u00fcrt halk\u0131n\u0131 do\u011frudan etkileyecektir.<br><strong>Kuzey K\u00fcrdistan<\/strong><br>T\u00fcrkiye\u2019nin NATO i\u00e7erisindeki asker\u00ee konumunun g\u00fc\u00e7lenmesi, K\u00fcrt sorununda g\u00fcvenlik\u00e7i ve asker\u00ee politikalar\u0131n s\u00fcrd\u00fcr\u00fclmesi tehlikesini art\u0131rabilir.<br>T\u00fcrkiye, NATO ile ili\u015fkilerinde kendi asker\u00ee operasyonlar\u0131n\u0131 \u201cter\u00f6rle m\u00fccadele\u201d \u00e7er\u00e7evesinde me\u015frula\u015ft\u0131rmaya \u00e7al\u0131\u015fmaktad\u0131r. NATO \u00fclkeleri ise T\u00fcrkiye\u2019nin jeopolitik \u00f6nemini kaybetmemek i\u00e7in K\u00fcrt sorunundaki hak ihlallerine sessiz kalmaktad\u0131r.<br>Bu nedenle Ankara Zirvesi\u2019nin ard\u0131ndan T\u00fcrkiye\u2019nin NATO i\u00e7erisindeki pazarl\u0131k g\u00fcc\u00fcn\u00fcn artmas\u0131, K\u00fcrt halk\u0131n\u0131n demokratik ve ulusal haklar\u0131 bak\u0131m\u0131ndan kendili\u011finden olumlu bir sonu\u00e7 yaratmayacakt\u0131r.<br><strong>Rojava<\/strong><br>Rojava, ABD\u2019nin ve Bat\u0131l\u0131 g\u00fc\u00e7lerin I\u015e\u0130D\u2019e kar\u015f\u0131 m\u00fccadelede i\u015f birli\u011fi yapt\u0131\u011f\u0131, ancak siyasal stat\u00fcs\u00fc konusunda g\u00fcvence vermedi\u011fi bir aland\u0131r.<br>NATO g\u00fc\u00e7leri K\u00fcrtleri gerekti\u011finde asker\u00ee ortak olarak kullanmakta, fakat T\u00fcrkiye ile stratejik ili\u015fkileri s\u00f6z konusu oldu\u011funda K\u00fcrtlerin siyasal stat\u00fc taleplerini ikinci plana itmektedir.<br>Bu nedenle Rojava\u2019n\u0131n gelece\u011fi b\u00fcy\u00fck g\u00fc\u00e7lerin ge\u00e7ici asker\u00ee hesaplar\u0131na ba\u011flanamaz. Rojava halklar\u0131n\u0131n kazan\u0131mlar\u0131 ancak b\u00f6lge halklar\u0131yla demokratik ittifak, kendi \u00f6z savunmas\u0131 ve ba\u011f\u0131ms\u0131z siyasal \u00f6rg\u00fctlenmesi temelinde korunabilir.<br><strong>G\u00fcney K\u00fcrdistan<\/strong><br>G\u00fcney K\u00fcrdistan\u2019\u0131n enerji kaynaklar\u0131, asker\u00ee \u00fcsleri ve co\u011frafi konumu; ABD, T\u00fcrkiye, \u0130ran ve Avrupa devletleri a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r. NATO\u2019nun Ortado\u011fu\u2019daki etkisinin geni\u015flemesi, G\u00fcney K\u00fcrdistan\u2019\u0131 \u0130ran\u2019a kar\u015f\u0131 asker\u00ee ve istihbarat faaliyetlerinde daha \u00f6nemli bir alan h\u00e2line getirebilir. Bu durum K\u00fcrdistan B\u00f6lgesi\u2019ni yeni \u00e7at\u0131\u015fmalar\u0131n cephesi yapma tehlikesi ta\u015f\u0131maktad\u0131r.<br>Ayr\u0131ca petrol ve do\u011fal gaz kaynaklar\u0131n\u0131n yabanc\u0131 \u015firketler ve b\u00f6lgesel iktidar odaklar\u0131 aras\u0131nda payla\u015f\u0131lmas\u0131, K\u00fcrt halk\u0131n\u0131n ger\u00e7ek ekonomik ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 engellemektedir.<br><strong>Do\u011fu K\u00fcrdistan<\/strong><br>\u0130ran\u2019a y\u00f6nelik asker\u00ee bask\u0131n\u0131n ve olas\u0131 NATO m\u00fcdahalesinin en a\u011f\u0131r sonu\u00e7lar\u0131ndan biri Do\u011fu K\u00fcrdistan\u2019da ya\u015fanabilir.<br>\u0130ran rejiminin K\u00fcrt halk\u0131na y\u00f6nelik bask\u0131lar\u0131 ve ulusal haklar\u0131n ink\u00e2r\u0131 kabul edilemez. Ancak ABD veya NATO m\u00fcdahalesi K\u00fcrt halk\u0131na \u00f6zg\u00fcrl\u00fck getirmeyecektir. D\u0131\u015f m\u00fcdahale, K\u00fcrtleri emperyalist sava\u015f\u0131n vekil g\u00fcc\u00fc h\u00e2line getirebilir ve b\u00f6lgeyi uzun s\u00fcreli bir y\u0131k\u0131ma s\u00fcr\u00fckleyebilir.<br>Do\u011fu K\u00fcrdistan halk\u0131n\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fc, ne \u0130ran rejiminin bask\u0131c\u0131 politikalar\u0131ndan ne de NATO\u2019nun asker\u00ee m\u00fcdahalesinden ge\u00e7mektedir. \u00c7\u00f6z\u00fcm, halklar\u0131n ba\u011f\u0131ms\u0131z demokratik m\u00fccadelesine dayanan bir siyasal d\u00f6n\u00fc\u015f\u00fcmd\u00fcr.<br><strong>K\u00fcrt Halk\u0131 A\u00e7\u0131s\u0131ndan Temel Tehlike<\/strong><br>K\u00fcrt halk\u0131 bak\u0131m\u0131ndan en b\u00fcy\u00fck tehlike, b\u00fcy\u00fck devletler aras\u0131ndaki \u00e7eli\u015fkileri de\u011ferlendirmek ad\u0131na bunlardan birine stratejik olarak ba\u011flanmakt\u0131r. Tarih, emperyalist g\u00fc\u00e7lerin K\u00fcrt hareketlerini kendi b\u00f6lgesel \u00e7\u0131karlar\u0131 do\u011frultusunda destekledi\u011fini, \u00e7\u0131karlar\u0131 de\u011fi\u015fti\u011finde ise yaln\u0131z b\u0131rakt\u0131\u011f\u0131n\u0131 bir\u00e7ok kez g\u00f6stermi\u015ftir.<br>ABD, Rusya, Avrupa devletleri, \u0130ran ve T\u00fcrkiye aras\u0131nda ortaya \u00e7\u0131kan \u00e7eli\u015fkiler elbette K\u00fcrt siyaseti taraf\u0131ndan de\u011ferlendirilmelidir.
