YY Kom\u00fcnizm Manifestosunun geni\u015f yer verdi\u011fi konulardan biri &#8221;\u00d6rg\u00fctlenme&#8221; meselesidir. Manifesto yazar\u0131n\u0131n en \u015fatafatl\u0131 incilerinden biri ise &#8221;merkezde de\u011fil, g\u00f6vdede g\u00fc\u00e7l\u00fc \u00f6rg\u00fct&#8221; anlay\u0131\u015f\u0131d\u0131r.<\/p>\n<p>      Bu safsata, anar\u015fizmden a\u015f\u0131r\u0131lma bo\u015f bir g\u00f6r\u00fc\u015ft\u00fcr.  Bu g\u00f6r\u00fc\u015f &#8221;yerelden evrensele&#8221; demagojisiyle birlikte kullan\u0131lmaktad\u0131r. T\u00fcrkiye ve K\u00fcrdistan sol hareketleri aras\u0131nda pop\u00fcler olan bu g\u00f6r\u00fc\u015fler kendisini bazen &#8221;yerel muhalefet meclisleri&#8221;, bazen &#8221;kom\u00fcnal demokrasi&#8221; yahut &#8221;demokratik \u00f6zerklik&#8221; bi\u00e7iminde yans\u0131tmaktad\u0131r. Bu anlay\u0131\u015flarda ileri s\u00fcr\u00fclen modeller yer yer toplumsal \u00f6rg\u00fctlenme, yerel y\u00f6netimler gibi konular\u0131 kapsarken bazen partiler, sendikalar ve demokratik kitle \u00f6rg\u00fctleri i\u00e7in de kullan\u0131lmaktad\u0131r. Bunlar bilimsel sosyalizmin amans\u0131z d\u00fc\u015fmanlar\u0131n\u0131n gericili\u011fin az\u0131ya ald\u0131\u011f\u0131, sosyalizmin yenilgiye u\u011frad\u0131\u011f\u0131 d\u00f6nemlerde \u0131s\u0131t\u0131p \u0131s\u0131t\u0131p \u00f6ne s\u00fcrd\u00fckleri bayat g\u00f6r\u00fc\u015flerdir. <\/p>\n<p>\tSosyalist sistemin da\u011f\u0131lmas\u0131ndan sonra d\u00fcnya kom\u00fcnist ve i\u015f\u00e7i hareketinde, \u00f6teki devrimci hareketlerde, ulusal kurtulu\u015f hareketlerinde bir k\u0131r\u0131lma ortaya \u00e7\u0131kt\u0131. Burjuvazinin neoliberal ideolojik taarruzuna, devrimci hareketlerin \u00f6nderlerini &#8221;sat\u0131n alma&#8221; sald\u0131r\u0131s\u0131 e\u015flik etti. Bunlar\u0131n bir k\u0131sm\u0131 sendikalarda, burjuva bas\u0131nda, belediyelerde i\u015f g\u00fc\u00e7 sahibi edildi. Bir k\u0131sm\u0131, do\u011fan yeni ko\u015fullara kendilerini  uyarlayarak burjuvazinin m\u00fcsaadesine mazhar yoz bir &#8221;devrimci aristokrasi&#8221; tabakas\u0131 olu\u015fturdular. &#8221;Devrimci aristokrasi&#8221; mensuplar\u0131 emek\u00e7i kitlelerin geni\u015f y\u0131\u011f\u0131nlar\u0131ndan koptu; ba\u015f\u0131nda bulunduklar\u0131 \u00f6rg\u00fctleri &#8221;ekmek kap\u0131s\u0131&#8221;na d\u00f6n\u00fc\u015ft\u00fcren modern tarikat \u015feyhleri haline geldi. Bu &#8221;devrimci \u015feyhler&#8221;in tekkesine d\u00f6n\u00fc\u015fen \u00f6rg\u00fct ve partiler gitgide devrimci \u00f6zlerini yitirdiler. &#8221;Devrimci aristokrasi&#8221; liderleri siyaset cambazlar\u0131na d\u00f6n\u00fc\u015fmekte gecikmedi. Bu noktadan itibaren sosyalizmi t\u0131rt\u0131klamaya, ideolojiyi \u00e7arp\u0131t\u0131p yozla\u015ft\u0131rmaya giri\u015ftiler. Bunlar g\u00fcya sosyalist sistemin b\u00fcrokratik, oligar\u015fik zaaf ve kusurlar\u0131na sald\u0131r\u0131yor; kom\u00fcnist partileri de\u011fi\u015fmez liderler yaratmakla su\u00e7luyorlard\u0131. Bu gibilerinin demagojileri ba\u015f\u0131n\u0131 ald\u0131 y\u00fcr\u00fcd\u00fc.<\/p>\n<p> \tYirminci y\u00fczy\u0131l\u0131n yirmili y\u0131llar\u0131nda ortaya \u00e7\u0131kan sol kom\u00fcnistlerin liderler &#8211; y\u0131\u011f\u0131nlar kar\u015f\u0131tl\u0131\u011f\u0131 \u00fczerine yumurtlad\u0131klar\u0131 inciler; esasen aristokratla\u015fan ve s\u0131n\u0131fa ihanet eden II. enternasyonal partilerine olan tepkinin bir yans\u0131mas\u0131yd\u0131. Ama 20. Y\u00fczy\u0131l\u0131n son on y\u0131l\u0131nda patlayan ve 21. Y\u00fczy\u0131l ba\u015f\u0131nda kom\u00fcnizmin yeni manifestosunu yazacak kadar gemi az\u0131ya alan oport\u00fcnizm \u00f6z\u00fcnde sosyalizmden kesin kopu\u015fun tezah\u00fcr\u00fc oldu. Bunlar &#8221;d\u00fczeni olanlar, d\u00fczeni de\u011fi\u015ftiremezler&#8221; diyerek kendi kadrolar\u0131ndan &#8221;d\u00fczen&#8221; kurmamalar\u0131n\u0131 isteyen ama mevcut d\u00fczene dibine kadar g\u00f6m\u00fclm\u00fc\u015f olan h\u00fcner sahipleriydiler.<\/p>\n<p>\tLenin, II. Enternasyonal partilerinin sosyal hain liderlerinin ihaneti kar\u015f\u0131s\u0131nda tepki duyarak liderler &#8211; kitleler kar\u015f\u0131tl\u0131\u011f\u0131 \u00fcreten sol kom\u00fcnistler i\u00e7in \u015funlar\u0131 yaz\u0131yor:<\/p>\n<p>\t&#8221;&#8230; kitlelerin diktat\u00f6rl\u00fc\u011f\u00fc ile liderlerin diktat\u00f6rl\u00fc\u011f\u00fcn\u00fc kar\u015f\u0131 kar\u015f\u0131ya koymaya kadar vard\u0131rmak, g\u00fcl\u00fcn\u00e7 bir sa\u00e7mal\u0131k ve aptalca bir \u015feydir. \u0130\u015fin \u00f6zellikle g\u00fcl\u00fcn\u00e7 olan yan\u0131 ise, basit \u015feyler \u00fczerine genel insani g\u00f6r\u00fc\u015flere sahip eski liderlerin yerine (&#8221;Kahrolsun liderler!&#8221; \u015fiar\u0131n\u0131n ard\u0131na gizlenerek) sa\u00e7ma ve \u00e7\u0131lg\u0131nca \u015feyler yumurtlayan yeni liderler ge\u00e7irmektir.&#8221; [age, s. 36 &#8211; 37]\n<p>\tY\u00fczy\u0131l sonra g\u00fcld\u00fcr\u00fcye d\u00f6n\u00fc\u015fen bizdeki sefalet de ayn\u0131d\u0131r: &#8221;basit \u015feyler \u00fczerine genel insani g\u00f6r\u00fc\u015flere sahip eski liderlerin yerine (&#8221;Kahrolsun liderler!&#8221; \u015fiar\u0131n\u0131n ard\u0131na gizlenerek) sa\u00e7ma ve \u00e7\u0131lg\u0131nca \u015feyler yumurtlayan yeni liderler ge\u00e7irmek!&#8221;<\/p>\n<p>\tBizim sa\u00e7ma ve \u00e7\u0131lg\u0131nca \u015feyler yumurtlayan lider adaylar\u0131m\u0131z eski liderlerin yerine kendileri ge\u00e7mek istiyor. Bu arkada\u015flar &#8221;20 Y\u00fczy\u0131l kom\u00fcnist \u00f6rg\u00fctlenmesinin \u00f6ne \u00e7\u0131kan bir di\u011fer \u00f6zelli\u011fi; s\u00fcre\u00e7 i\u00e7inde az ya da \u00e7ok t\u00fcm kom\u00fcnist partilerde merkezler tanr\u0131, genel sekreterler peygamber kat\u0131na \u00e7\u0131kart\u0131ld\u0131&#8221; ke\u015ffinini yap\u0131yorlar. Ne de olsa eski liderlerin yerine ge\u00e7mek i\u00e7in evire \u00e7evire kullan\u0131labilecek elveri\u015fli bir arg\u00fcman. Hangi eski liderler? D\u00fcnya \u00f6l\u00e7\u00fcs\u00fcnde bakarsak liste \u00e7ok uzun&#8230; Hepsini a\u015fmak laz\u0131m. Onlar\u0131 a\u015fmak i\u00e7in ne laz\u0131m? \u00d6nce 21. Y\u00fczy\u0131l\u0131n Kom\u00fcnizm Manifestosu&#8217;nu yazmak laz\u0131m. Bu yaz\u0131ld\u0131. Sonra ne yapmak laz\u0131m? Bu manifestoda tarif edilen 21. YY \u00f6rg\u00fctlenmesini yaratmak laz\u0131m. Bunun i\u00e7in gereken ilk \u015fart, halen varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcren leninist parti modellerini \u00e7\u00f6pe atmak ve yerine &#8221;liderlerin de\u011fil, kitlelerin partisini&#8221;, &#8221;merkezinde de\u011fil, g\u00f6vdesinde g\u00fc\u00e7l\u00fc \u00f6rg\u00fct modelini&#8221; koymak! Bu i\u015fi de \u00d6SP ba\u015fkan\u0131 uhdesine ald\u0131.<\/p>\n<p>\tBa\u015fka hangi liderleri a\u015fmak ve yerlerine yeni liderler koymak ya da yeni lider olarak ge\u00e7mek laz\u0131m? Memlekette kendilerini &#8221;day\u0131&#8221;, &#8221;abi&#8221;, &#8221;serok&#8221;, &#8221;\u00f6nder&#8221; sayan ya da \u00f6rg\u00fct\u00fcne sayd\u0131ran liderleri a\u015fmak, bunlar\u0131n yerine ge\u00e7mek laz\u0131m. Bunun i\u00e7in aday var m\u0131? Olmaz olur mu? B\u00fct\u00fcn bu inciler bo\u015fa m\u0131 yumurtlan\u0131yor? Her yi\u011fidin g\u00f6nl\u00fcnde bir aslan yatar; haz\u0131r b\u00fct\u00fcn eski liderler tarihsel olarak a\u015f\u0131lm\u0131\u015fken yeni ko\u015fullar\u0131 en iyi \u00e7\u00f6z\u00fcmleyen ve bunun manifestosunu yazan kimseden ba\u015fkas\u0131na liderlik yak\u0131\u015f\u0131r m\u0131? Elbette ki yazar\u0131m\u0131z\u0131n b\u00f6yle bir kast\u0131 ve niyeti yoktur. Fakat bu teorileri \u00fcretenden ba\u015fkas\u0131na da yeni \u00e7a\u011f\u0131n liderli\u011fi yak\u0131\u015fmaz. [APO&#8217;nun T\u00fcrkiye&#8217;ye teslim edilmesi ile K\u00fcrt hareketinin liderli\u011fine soyunma heveslerinin artmas\u0131; bunun i\u00e7in eski \u00f6rg\u00fct yap\u0131lar\u0131, kadrolar\u0131 ile K\u00d6KL\u00dc B\u0130R KOPU\u015eU ger\u00e7ekle\u015ftirme;  bu maksatla hepsine sald\u0131rma ve karalaman\u0131n ayn\u0131 zamana denk gelmesi raslant\u0131 de\u011fil.]\n<p>\tLiderlik meselesi s\u00f6z konusu olunca bu meseleyi K\u00fcrdistan ile s\u0131n\u0131rlamak da tabii ki eksik bir yakla\u015f\u0131m olur. Yukarda de\u011findi\u011fimiz gibi, d\u00fcnya kom\u00fcnist hareketinin de yenilenmesi, yeni \u00f6rg\u00fct modeline g\u00f6re d\u00f6n\u00fc\u015fmesi ve tabii ki bu modele uygun bir liderlikle donanmas\u0131 gerekir. &#8221;Merkezde de\u011fil, g\u00f6vdede g\u00fc\u00e7l\u00fc&#8221; d\u00fcnya kom\u00fcnist \u00f6rg\u00fct\u00fcn\u00fcn liderli\u011fi meselesini de halletmek gerekir. Buna aday var m\u0131? &#8221;Yerelden evrensele 21. y\u00fczy\u0131l kom\u00fcnizminin teorisini, manifestosunu, \u00f6rg\u00fctlenmesini ve prati\u011fini&#8221; \u00fcreten K\u00fcrdistan kom\u00fcnistlerinden ba\u015fka ufukta ciddi bir aday halihaz\u0131rda yok. Bu i\u015fi de \u00d6SP ba\u015fkan\u0131 olan hazretin omuzlamas\u0131 gerek. Zor, \u00e7etin bir g\u00f6rev; ama i\u015f ba\u015fa d\u00fc\u015f\u00fcnce neylersin!<\/p>\n<p>\tBu hazret, d\u00fcnya kom\u00fcnist hareketinin ke\u015ffetme \u015ferefine hen\u00fcz eri\u015fmedi\u011fi, ba\u015ftan sona p\u0131r\u0131lt\u0131l\u0131 ama sahte m\u00fccevherlerle dolu 21. Y\u00fczy\u0131l Manifestosu&#8217;nda \u015funlar\u0131 yaz\u0131yor:<\/p>\n<p>\t&#8221;G\u00fc\u00e7l\u00fc merkez ama g\u00fcc\u00fcn\u00fc \u00f6rg\u00fct\u00fcn g\u00f6vdesinde yo\u011funla\u015ft\u0131ran ya da oradan alan bir merkez; g\u00fc\u00e7l\u00fc ama \u0130ngilizcedeki center, K\u00fcrt\u00e7edeki navend misali orta ya da g\u00f6vdeyi temsil eden g\u00fc\u00e7l\u00fc merkez; partide ideolojik, politik, felsefi g\u00fc\u00e7 ve birikimi sadece merkezde de\u011fil, as\u0131l \u00f6rg\u00fct\u00fcn g\u00f6vdesinde yo\u011funla\u015ft\u0131ran bir \u00f6rg\u00fct! Merkezin despotlu\u011fu kadar yerelin derebeyli\u011fine kar\u015f\u0131 da bariyer olabilecek, g\u00f6vdede g\u00fc\u00e7l\u00fc bir kom\u00fcnist \u00f6rg\u00fctlenme; dahas\u0131 \u00f6rg\u00fct\u00fcn \u00f6rg\u00fct yarat\u0131c\u0131lar\u0131n\u0131 (yani kendi \u00f6rg\u00fctleyicilerini) \u00f6rg\u00fctleyip esir alamayaca\u011f\u0131, kendini s\u00fcrekli a\u015fan \u00f6rg\u00fct!<\/p>\n<p>\t\u00d6rg\u00fct bir yan\u0131yla devrimci irade ve disiplin ise, disiplin i\u00e7erisinde \u00f6zg\u00fcrl\u00fc\u011f\u00fc esas alan 20. y\u00fczy\u0131l kom\u00fcnist \u00f6rg\u00fctlenmesinin tersine 21. y\u00fczy\u0131l kom\u00fcnist hareketi \u00f6zg\u00fcrl\u00fck i\u00e7erisinde disiplini esas alan; bununla disiplini \u00f6rg\u00fct i\u015fleyi\u015finde ve kadro yap\u0131s\u0131nda i\u00e7selle\u015ftirilmi\u015f bir doku haline getirerek disiplini d\u0131\u015fsal bir \u00f6\u011fe olmaktan \u00e7\u0131kartan, \u00e7\u0131kartabilen; olu\u015fturulan merkezleri yukar\u0131dan a\u015fa\u011f\u0131ya do\u011fru \u00f6rg\u00fctlenerek yerelle\u015fen 20. y\u00fczy\u0131l deneyimi olarak merkezin yerelle\u015fmesinin tersine yereli her a\u00e7\u0131dan ad\u0131m ad\u0131m merkeze do\u011fru b\u00fcy\u00fcterek (merkezile\u015ftirerek) merkezde organik birli\u011fi sa\u011flayan bir kom\u00fcnist \u00f6rg\u00fctlenme! Bu \u00f6rg\u00fct, belli ba\u015fl\u0131 \u00e7izgileriyle b\u00fct\u00fcnl\u00fck i\u00e7erisinde g\u00f6vdede g\u00fc\u00e7l\u00fc bir \u00f6rg\u00fctt\u00fcr.&#8221; (syfa 40)<\/p>\n<p>\tYazar sa\u00e7malamakta s\u0131n\u0131r tan\u0131m\u0131yor. \u00d6nce &#8221;\u00f6zg\u00fcrl\u00fck i\u00e7inde disiplini&#8221;, &#8221;disiplin i\u00e7erisinde \u00f6zg\u00fcrl\u00fck&#8221;\u00fcn kar\u015f\u0131s\u0131na koyuyor. Bunlardan birincisini istikbalin kom\u00fcnist \u00f6rg\u00fctlenmesine yak\u0131\u015ft\u0131r\u0131yor; ikincisini 20. y\u00fczy\u0131l kom\u00fcnist \u00f6rg\u00fctlenmesinin tipik bir \u00f6zelli\u011fi olarak tan\u0131ml\u0131yor. 20. Y\u00fczy\u0131l kom\u00fcnist \u00f6rg\u00fctlenmesinin disiplin i\u00e7erisinde \u00f6zg\u00fcrl\u00fc\u011f\u00fc esas ald\u0131\u011f\u0131n\u0131 s\u00f6yl\u00fcyor. \u00d6zg\u00fcrl\u00fck ile disiplini birbirinden koparmak ve kar\u015f\u0131 kar\u015f\u0131ya koymak kafa kar\u0131\u015f\u0131kl\u0131\u011f\u0131ndan ba\u015fka bir \u015fey de\u011fil. Bir \u00f6rg\u00fct ortak bir program\u0131 benimseyen, ortak hedefler ta\u015f\u0131yan, bu hedefleri ger\u00e7ekle\u015ftirmek i\u00e7in \u00f6zg\u00fcrce bir araya gelen \u00f6zg\u00fcr insanlar taraf\u0131ndan olu\u015fturulur. Bu insanlar bir program alt\u0131nda sistemle\u015ftirdikleri ortak hedeflerini ger\u00e7ekle\u015ftirmek \u00fczere i\u015fleyi\u015f kurallar\u0131 ortakla\u015fa belirlenmi\u015f bir \u00f6rg\u00fct alt\u0131nda \u00f6zg\u00fcrce toplan\u0131rlar. \u00d6rg\u00fct\u00fcn i\u015fleyi\u015f kurallar\u0131 onun t\u00fcz\u00fc\u011f\u00fcnde yer al\u0131r. T\u00fcz\u00fckte \u00f6rg\u00fcte \u00fcye olman\u0131n ko\u015fullar\u0131, \u00fcyelik k\u0131staslar\u0131, \u00fcyelerin hak ve g\u00f6revleri, \u00f6rg\u00fct\u00fcn yukar\u0131dan a\u015fa\u011f\u0131ya ve a\u015fa\u011f\u0131dan yukar\u0131ya i\u015fleyi\u015f mekanizmas\u0131, demokrasinin ve merkeziyet\u00e7ili\u011fin \u00e7er\u00e7evesi ve \u00f6teki kurallar a\u00e7\u0131k bi\u00e7imde saptan\u0131r. \u00d6rg\u00fct \u00fcyeleri \u00f6rg\u00fcte \u00f6zg\u00fcrce kat\u0131l\u0131r, onun i\u015fleyi\u015fine etkin bi\u00e7imde dahil olur, t\u00fcz\u00fck haklar\u0131n\u0131 \u00f6zg\u00fcrce kullan\u0131r ve t\u00fcz\u00fckte belirlenmi\u015f g\u00f6revleri belirlenmi\u015f disiplin kurallar\u0131 \u00e7er\u00e7evesinde yerine getirir. Kom\u00fcnist partide \u00f6zg\u00fcrl\u00fck ve disiplin birbirini tamamlayan, birbirini kar\u015f\u0131l\u0131kl\u0131 etkileyen, birbirinden kopmaz bir b\u00fct\u00fcnd\u00fcr.<\/p>\n<p>\tYazar ge\u00e7mi\u015fin kom\u00fcnist partilerini &#8221;disiplini \u00f6rg\u00fct i\u015fleyi\u015finde ve kadro yap\u0131s\u0131nda i\u00e7selle\u015ftirilmi\u015f bir doku haline&#8221; getirmeyen; &#8221;d\u0131\u015fsal bir \u00f6\u011fe&#8221; olarak dayatan \u00f6rg\u00fctler olarak damgal\u0131yor. Manifestocu, yaln\u0131z ge\u00e7mi\u015fin devrimci \u00f6rg\u00fctlerini g\u00f6zden d\u00fc\u015f\u00fcrmekle, onlar\u0131 lekelemekle kalm\u0131yor, bu \u00f6rg\u00fctlerin \u00fcyelerini de &#8221;d\u0131\u015fsal disiplin&#8221;e k\u00f6r\u00fc k\u00f6r\u00fcne boyun e\u011fen ki\u015filiksiz, iradesiz emir kullar\u0131 [belki de kendini tarif ediyor; kim bilir?] s\u0131n\u0131f\u0131na sokuyor. Bol\u015fevik partisini, \u00f6teki kom\u00fcnist partileri, Sandinistalar\u0131, K\u00fcba devrimcilerini d\u0131\u015fsal disiplinle hareket eden tarikatlar yahut burjuva ordu \u00f6rg\u00fctleri gibi yans\u0131t\u0131yor. B\u00f6ylelikle kom\u00fcnist ve devrimci hareketin tarihsel birikimlerinden, de\u011ferlerinden kopman\u0131n teorisini yap\u0131yor. <\/p>\n<p>\tYazar 20. y\u00fczy\u0131l kom\u00fcnist partilerini &#8221;olu\u015fturulan merkezleri yukar\u0131dan a\u015fa\u011f\u0131ya do\u011fru \u00f6rg\u00fctlenerek yerelle\u015fen&#8221; \u00f6rg\u00fctler olarak tan\u0131ml\u0131yor. Bir partinin merkezi, a\u015fa\u011f\u0131dan yukar\u0131ya do\u011fru se\u00e7imler yoluyla olu\u015fturulur. Kendi kongrelerini toplayan yerel \u00f6rg\u00fctler, t\u00fcz\u00fcklerinin \u00f6ng\u00f6rd\u00fc\u011f\u00fc belirli bir s\u00fcre i\u00e7in bir yandan yeni yerel \u00f6rg\u00fct y\u00f6neticilerini se\u00e7er; bir yandan da genel kongre delegelerini se\u00e7er. Genel kongre b\u00fct\u00fcn parti \u00f6rg\u00fctlerinin se\u00e7ti\u011fi delegelerle toplan\u0131r ve yeni merkezi se\u00e7er. Merkez a\u015fa\u011f\u0131dan &#8211;  yukar\u0131ya do\u011fru b\u00f6yle olu\u015fturulur. \u0130ki genel kongre aras\u0131nda partinin genel y\u00f6netimini \u00fcstlenir.
